SS2 is also the perfect form to gauge an Enemy's strength (Taking into consideration that enemy is not weak enough to be pulverized by it). SS3 transformation is taxing and the form itself is very draining, despite being a heavy hitter, Goku would rather keep up his Stamina. It is likely that Goku considers SS2 as his most effective Non-God form for battles. Goku also used SS3 to demonstrate to Trunks that there are forms and levels of power beyond SS2 (Which Trunks has achieved by this point).
